Are you experienced in designing monitoring, evaluation and learning systems, tools and processes in an international development / humanitarian environment and looking for a new challenge where your work will make a positive difference? This Monitoring, Evaluation and Learning (MEL) Advisor position with ActionAid International working as part of the Shifting the Power Project is just the position you are looking for.

The Shifting the Power project is a START Network project supported by a consortium of 6 humanitarian agencies led by ActionAid and CAFOD. It is designed to support local actors to take their place alongside international actors in order to create a balanced humanitarian system that is more responsive and accountable to disaster affected communities. This project works to strengthen local and national organisational capacity for decision making and leadership in humanitarian response. It links local to national organisations, and at the same time influences international organisations to promote the role of local and national actors. The project is being implemented in Bangladesh, Kenya, Pakistan, Ethiopia and DRC with leadership from different consortia members.

As MEL Advisor your remit will be to oversee the implementation of the Project’s MEL system and ensure that the project gathers evidence and uses learning to adapt, improve and to advocate for change. This will involve making sure Project MEL guidelines and tools are up to date and effectively used by all countries and that monitoring data is accurately gathered and recorded for regular stakeholder reporting. We will look to you to provide technical leadership as well as lead on learning reviews and oversee final project evaluation processes.

Educated to degree level you must be experienced in designing monitoring, evaluation and learning systems, tools and processes in an international development / humanitarian environment. You will have provided leadership, support and guidance on MEL projects and experience in conducting, overseeing and or managing learning reviews and evaluations. You will have a good understanding of humanitarian response including disaster preparedness, resilience, and surge response. You will be able to train and have knowledge of different evaluation methodologies such as quasi/experimental, theory based, process tracing, network analysis, and case-based approaches. You must also be able to operate across functions and have excellent communication and negotiation skills.

Nepal: Programme Manager - Nepal Safer Schools Project (NSSP)

AAIN seeks qualified and competent candidates for a possible project funded by the Department for International Development (DFID). DFID’s Nepal Safer Schools Project (NSSP) is part of a wider programme on Disaster Resilience in Nepal. The programme is expected to run for 5 years, including a 4-month inception period in year 1, starting in early July 2017. The NSSP will be fully aligned with and contribute to the Government of Nepal’s School Sector Development Plan (2016-2023) which includes a focus on School Safety and Disaster Risk Reduction. This project will focus on up to four districts in the Far and Mid-West, as well as at a national-level.

The NSSP will have three main results areas in line with the Comprehensive School Safety Framework:

· Output One: Safer learning facilities, particularly through seismically-resilient retrofitting and rebuilding;

· Output Two: School-level disaster management and resilient education; and

· Output Three: National-level technical assistance on safer learning facilities.

AAIN invites application from interested candidates for the positions of Programmatic Manager and Technical Expert. These positions will lead and deliver results under Output Two, which is School-level Disaster management and Resilient Education.

Programme Manager

Key competencies required:

ü Master’s degree in Social Science, Education or related field, with minimum 7 years of relevant progressively responsible experience, including a minimum of 2 years in a senior level management and leadership position, preferably as a Programme Manager, Deputy Team Leader or similar role in the context of bilateral donor funded programme (i.e. DFID, USAID, DFAT).

ü Experience in capacity building / provision of technical assistance in developing countries

ü Experience of working with Governments and developing strong positive working relationships, particularly on issues related to disaster resilience and school safety

ü Proven track record in leading managerially on multi-year, multi-million pound programmes, with payment by results, preferably in Nepal

ü Knowledge and understanding of the economic, political and social context of Nepal, particularly governance at a local level Expertise in gender and social exclusion with reference to Nepal is an asset

ü Excellent written and spoken English and Nepali

Papua New Guinea: Technical Advisor for Laboratory

Domestic Administrative Support

Service Objective:

The Technical Advisor for Laboratory will independently provide technical assistance and support services to satisfy the overall operational objectives of the CDC DGHT

* Program in Papua New Guinea, to strengthen the host country government laboratory systems supported through PEPFAR by accessing the Government’s proficiency in lab management, service delivery and application of quality improvement and control measures within the Central, regional and provincial hospital laboratories, provide training to improve those skills, and assist the CDC Country Office in monitoring the progress and quality of program activities. In addition, assistance in point of care (POC) HIV testing and viral load testing rollout in NCD is anticipated. The Contractor will participate as an advisor to the CDC technical team, PEPFAR USG team, and the host country government, providing expert technical support in developing laboratory skills, guidelines, protocols and quality assurance measures. The contractor will work in partnership with CDC Papua New Guinea, and other CDC partners; and coordinate related activities with the CDC Advisor for Field Epidemiology Training Program as needed.

Task Requirement

· Collaborate with the Government of Papua, New Guinea (GoPNG) and the host country Laboratory Consortium to conduct assessments of targeted central and provisional hospital laboratories to identify needs for lab management, service delivery and skills in application of quality improvement and control measures.

· Use assessment results and data to develop recommendations for strengthening HIV lab training, services and sites certification programs, use of practical quality assurance tools.

· Provide technical assistance, on-site and regional training(s) to strengthen knowledge and skills of laboratory personnel in the operations and management of laboratories based on assessment results.

· In collaboration with CDC Paupa New Guinea, provide technical guidance to the Papua New Guinea Central Public Health Laboratory (CPHL) Quality Manager (QM) in the development and implementation of a quality system plan of the requirements for the management system and technical competence needed to meet the International Standard, ISO 15189 for international accreditation especially for HIV rapid tests and HIV-related Point-of-Care (POC) testing.

· Develop strategies and work plans for long-term follow up and sustainability to monitor performance of testing sites and to document best practices.

· Collaborate with CDC Paupa New Guinea to advise the government on the formulation and implementation of sound policies for laboratory quality assurance and control.

· Provide input and assistance to the laboratory sections of the annual and semi-annual reports submitted by the in-country PEPFAR team to the Office of the Global AIDS Coordinator, Washington, DC.

· Travel to Rabaul and Unea New Guinea to conduct assessments of targeted central and provisional hospital laboratories to identify needs for lab management, service delivery and skills in application of quality improvement and control measures.

Minimum Qualifications and/or Certifications:

· Master’s level degree in laboratory sciences or a related field, with formal laboratory training in Biology, Chemistry and Laboratory science.

· Five years of post-graduate work in public health, public programs, or a related area and a working knowledge of good laboratory practice.

· Three years of experience working with Ministries of Health in developing countries and providing technical assistance to international laboratory scientists

· Demonstrated ability to effectively communicate in English on a daily basis with various groups (Speaking, Reading and Writing). Fluency in speaking, reading, and writing in the native language of Tok Pisin or Hiri Motu is desirable.

Papua New Guinea: Senior Advisor for Field Epidemiology Training (FET)

Domestic Administrative Support

Service Objective:

The Senior Advisor for Field Epidemiology Training (FET) will independently provide technical support services to satisfy the overall operational objectives of the CDC DGHT*

Program in PNG to build the epidemiological and surveillance capacity of health care professionals to conduct surveillance for HIV and other diseases; and to detect disease outbreaks and protect the country against emerging infections. The contractor will serve as the principle expert, resource, mentor, advisor and consultant for Field Epidemiology Training in PNG and work in partnership with WHO-PNG, CDC, and other FET Papua New Guinea (FETPNG) stakeholders in developing on-going strategic planning, and providing program development, implementation, and evaluation support for the FETPNG**. Additionally, the contractor will provide technical support and training to the CDC, the host country government and partners in PNG for HIV surveillance, epidemiology and related public health topics.**

Task Requirement:

· Coordinate with CDC, the WHO-PNG and other CDC partners to assess the training needs in PNG with the purpose of developing, implementing, and evaluating the FET training program.

· Provide program expertise and technical assistance such as work plan development and implementation plans with FET participants and CDC partners.

· Provide training and mentorship on HIV and other epidemiology and related surveillance and public health activities to FET participants.

· Conduct site visits for the FET trainees during their fieldwork as necessary and prepare/forward directives, instructional, procedural or other materials to ensure effective implementation of FET goals and participant projects.

· Establish indicators by which to monitor and evaluate project goals and accomplishments.

· Conduct quantitative and qualitative public health research and interpret findings for implementation via FET program evaluations and other special studies as needed.

· Provide support to the CDC and the host country government to strengthen surveillance of HIV (especially in key populations - KP), TB and other diseases, utilizing the PNG FET program participants in KP sentinel surveillance, NCD clinic HIV reporting and the KP integrated bio-behavioral survey (IBBS).

· Implements training for various target audiences, to incorporate local expertise such as faculty trainings, physicians, health care workers, as well as implementing partners. Example of topics to be incorporated into trainings include: HIV surveillance, HIV epidemiology, bio statistics, health information systems, data quality assurance, monitoring and evaluation.

· Establish and maintain effective working relationships with the host country government, WHO, international donors and other CDC partners.

· Provide input and assistance to the surveillance sections of the annual and semi-annual reports submitted by the in-country PEPFAR team to the Office of the Global AIDS Coordinator, Washington, DC.

· Other duties may include coordinating and facilitating meetings sponsored by PEPFAR and assisting in providing input for the development of the annual PEPFAR Country Operational Plan submitted by the in-country USG PEPFAR team to the Office of the Global AIDS Coordinator, Washington DC.

· Respond within one business day to emails and phone calls from CDC-PNG and their partners.

· Travel to Madang, Rabaul, and Unea, New Guinea to conduct site visits for the FET trainees during their fieldwork

Task Deliverables:

· Review of plans, designs and implementation plans, analysis of outputs and outcomes, training needs assessments and training materials.

Minimum Qualifications and/or Certifications:

The contractor must possess a Medical Degree from an Accredited Institution.

· Master’s Degree in Public Health or related field

· 2-3 years’ experience in developing and implementing Field Epidemiology Training Programs (FETP)

Namibia: HIV Strategic Program Consultant

Domestic Administrative Support

Service Objective:

The contractor will provide overall programmatic planning, technical consultation and assistance to the CDC Namibia Senior Management Team in aligning program services and portfolios to address 2015 Namibia Country Operational Plan for PEPFAR data driven requirements. The task focuses on care and treatment, prevention, laboratory, and strategic information programs funded by CDC PEPFAR.

Task Requirement

· In collaboration with the Country Director and CDC staff, review overall goals and objectives for the HIV/AIDS program in Namibia and integration of programs/staffing to address PEPFAR requirements, adjust and align with data driven needs in light of decreasing PEPFAR resources.

· In collaboration with CDC programmatic staff, apply a wide range of qualitative and/or quantitative methods to analyzing data for the purpose of providing recommendations for HIV care and treatment, prevention, laboratory, and strategic information programs to improve program effectiveness, efficiency and/or work products in accordance with PEPFAR data driven requirements and guidelines.

· Prepare reports and coordinate the preparation, and presentation of analysis information to CDC Senior Management staff for review and approval.

Task Requirements

The contractor will provide overall expert support to CDC Namibia and the Government of Namibia for surveillance and epidemiologic activities in alignment with the CDC.DGHP Global Health Security activities focused on enhancing and building the epidemiologic and surveillance capacity of the government’s workforce and systems to detect, characterize and transparently report emerging biological threats at the earliest possible moment. In performance of this task order, the contractor shall:

· Assess the current capacity for surveillance in Namibia in collaboration with the CDC Namibia Surveillance and Lab teams and the government of Namibia.

In addition, at the World Humanitarian Summit, one of the commitments made in the Grand Bargain was to ‘Increase social protection programmes and strengthen national and local systems and coping mechanisms in order to build resilience in fragile contexts.’ In recognition of the need for more investment in this area globally.

While ActionAid is committed to work on women led community based protection, this is currently under-resourced and we have been unable to meet the external and internal demands for technical support and guidance, despite our own commitments to integrate protection into all humanitarian programming.

To ensure women’s leadership and active youth engagement in our protection programming we need to better understand the scope of our existing work, and develop technical guidelines that will support this work into the future.

This consultancy piece of work will support these efforts, and be run concurrently with a piece of work on resilient livelihoods in protracted crises with the aim of, towards the end of the year, looking at the connectivity between the two areas of work.

The overall project that this consultancy will feed into (primarily focusing on outcomes 2 and 3) has the following outcomes:

Outcome 1: Increased levels of understanding and organisational capacity to design resilient livelihood programmes for and with women and youth in fragile contexts and to influence external stakeholders on the issue.

Indicators:

  1. At least 3 strong case studies are developed on resilient livelihoods best practices.
  2. Agreement among key country staff on key best practices on resilient livelihoods in fragile contexts.
  3. Resilient livelihood handbook/guide/manual developed and disseminated.

Outcome 2: The role of women and youth in community based protection work and access to and participation in gender responsive services is agreed with countries in protracted crises and shared widely.

Indicators:

  1. At least 3 strong case studies are developed on best practice of women led protection mechanisms and supporting women and youth to access gender responsive services (ideally showing humanitarian as well as development context)
  2. Protection manual includes protracted crises as a context and provides more technical guidance on protection programming.

Outcome 3: Increased understanding of how protection programming intersects with resilient livelihoods programming in fragile contexts.

Indicators:

  1. Discussion between key countries and incorporation into project guidance.

Scope of Work/Overview

The consultant will undertake some desk and field research to document and analyse good practice on community based protection mechanisms and gender responsive services available to women and youth in relation to protection in fragile contexts. The research and case studies will form the basis of recommendations to be discussed at a multi-country meeting to formalise into clear recommendations for ActionAid as a Federation. The consultant will write up and document those recommendations to feed into an updated operational Protection Manual for ActionAid staff and partner use.

Outcome of the work

As a result of the work, key ActionAid countries (including ActionAid Denmark and ActionAid Australia along with programme implementation countries), and the International Secretariat, will come to agreement on ActionAid’s approach in relation to women and youth engagement in community based protection mechanisms in protracted crisis contexts. This will be clearly documented.

Key activities

The consultant will conduct the following activities:

  1. Desk based review of existing community based protection mechanisms, the role of women and youth in community based protection, and protection services available in the identified countries.
  2. Field research in 2-3 countries on community based mechanisms in protracted crises, looking at both ActionAid’s work and also the work of other leading actors in protection in those contexts.
  3. 10-15 page report on overall research findings picking out good practice and making recommendations for ActionAid
  4. Minimum of 3 case studies of good practice demonstrating the role of women and/or youth in community based protection
  5. Work with IHART and ActionAid Australia to co-design a multi-country workshop to share the findings, and develop common agreement on ActionAid’s approach (to be held September)
  6. Write up agreed sections of a Protection Manual in agreement with IHART and AA Australia in relation to the role of women/youth in protection mechanisms and access to gender responsive services (that relate to protection)

Timeframe for work

This can be negotiated, but hard deadlines exist for the September multi-country workshop, and to have at least 3 case studies documented by early August.

Work location

The Consultant will be home based with occasional visits to the ActionAid office in London (if consultant is based in the UK) and field visits of around one week to a minimum of 2 countries from the following list: Jordan, Palestine, Kenya, Uganda and Haiti. The consultant will work closely with ActionAid’s International Programmes and Operations Manager in the International Humanitarian Action and Resilience Team (IHART) and IHART’s Information Officer.

Budget

The maximum available budget for this consultancy assignment is £16,000GBP (inclusive of all taxes and VAT). This will include travel time, but not costs of travel (flights, accommodation etc).

Background

ActionAid has been working in contexts of protracted crises for many years. This rootedness is reflected in the new ActionAid International strategy: “The rights of women and other groups made vulnerable by disasters, and protection from violence, exploitation and abuse in times of crises will also be strengthened through community-based protection mechanisms and improved accountability of humanitarian actors. We will build the resilience of rural and urban communities to climate change, disasters and conflicts through transformative actions from the local to the global level, led by women living in poverty and exclusion. The active engagement of young people will be priority to prevent the worst effects of emergencies.”

The new AAI Strategy has identified ’building resilient livelihoods’ as a one of the key intervention areas to support women and youth living in poverty and contexts of protracted crisis. Resilient livelihoods are important as they provide a stable source of income that will improve people’s food security, enable people to thrive and act as a buffer in times of shocks and stresses. Building resilient livelihoods also allows us to link humanitarian with development programming.

ActionAid has an extensive humanitarian and resilience programme that promotes resilient livelihoods. The initiatives are wide and varied but currently lack the evidence base on what makes a livelihood programme ‘resilient’. This issue becomes even more evident if we want to identify solutions for resilient livelihoods in protracted crises or fragile contexts. These contexts tend to be politically unstable and see weak governance, limited basic service provision and limited economic opportunities for its citizens. The question then arises how ActionAid and other actors can support poor women and youth in these contexts to build resilient livelihoods that prevent them from depending on humanitarian aid and ideally build a better life for themselves and their families.

This consultancy assignment will support ActionAid to better understand the scope of our existing work and that of others; exploring what works and what doesn’t in building resilient livelihoods of women and youth in protracted crises; and how women and youth can have meaningful engagement in the process. This will feed into the development of a manual or handbook to guide our work in the future.

  1. Desk based review to build an understanding of how ActionAid and other actors have been trying to build resilience of women and youth in protracted crises, identify suitable resilient livelihoods approaches in protracted crises contexts, common challenges and solutions in these contexts.
  2. Develop a research methodology including questionnaires for the field researches.
  3. Conduct field research in 2-3 countries on resilient livelihoods in protracted crises, looking at both ActionAid’s work and also the work of other leading actors in resilience in those contexts.
  4. Develop a minimum of 2-3 case studies of good practice demonstrating the role of women and/or youth in building resilient livelihoods.
  5. Write a 10-15 page report on overall research findings highlighting good practice and making recommendations for ActionAid.
  6. Work with IHART to co-design a multi-country workshop to share the findings, and develop common agreement on ActionAid’s approach (to be held in September but consultant’s participation is uncertain pending available budget).
  7. Develop a Resilient Livelihoods in Protracted Crises Manual or Handbook in agreement with IHART focusing on women and youth.

Timeframe for work

This can be negotiated, but hard deadlines exist for (1) finalising the case studies and 10-15 pages report by mid-August, (2) multi-country workshop in September, and (3) finalising the manual/handbook in November 2017.

Work location

The Consultant will be home based with occasional visits to the ActionAid office in London (if consultant would be based in the UK) and field visits of around one week to 2-3 countries in Africa and/or Middle East that could see some security concerns (countries that are currently being considered for the project include: Palestine, Jordan, Kenya, Somaliland, Nigeria, Ethiopia, Uganda). The Consultant will work closely with IHART’s Resilience Programme Manager who will also conduct as least one field research.

Budget

The maximum available budget for this consultancy assignment is £14,000 (inclusive of all taxes and VAT).

Education & certifications

  • Master degree in a multidisciplinary study such as development studies, conflict studies, sociology, environmental or political studies (candidates with a Bachelor degree will only be considered in case they are able to demonstrate extensive experience and expertise in resilience and/or peacebuilding programming and/or policy).

Knowledge & Experience

  • Technical expertise in resilience as well as a multidisciplinary background to make the necessary linkages with a range of areas of work.
  • Experience with designing and implementing programmes in conflict affected contexts.
  • Strong understanding of women and youth’s rights.
  • Demonstrated experience with developing toolkits, manuals and/or guidelines.
  • Ability to conceptualise and understand new subjects outside the formal education and working experience.
  • Strong analytical and writing (in English) skills, including the ability to present complex issues clearly and concisely.
  • Creative - you can think outside the box!
  • Working experience with a variety of international agencies.
  • Excellent problem-solving skills and resourcefulness.
