The Organization

ActionAid is an international organisation, working with over 25 million people in more than 40 countries for a world free from poverty and injustice. ActionAid International in Occupied Palestinian Territories (OPT) is part of the ActionAid International Federation and is one of ActionAid’s newest country programmes.

The Position:

The Country Director provides vision, leadership, management and effective high-level national representation for ActionAid International in OPT, in line with the established policies, principles and operating practices of ActionAid International, as well as good management practice and the political, social, cultural and economic environment of the country. The Country Director is also responsible for overseeing the implementation of the ActionAid Palestine Country Strategy Paper (CSP). The CD role requires broad organizational experience to develop and manage a growing team well as deep knowledge of OPT to make significant improvements to policies and processes that lead long-term success of ActionAid in OPT

Qualification & Experience

The candidate must hold a post graduate degree in social sciences, development studies or a development related field and at least 10 years proven track record with a minimum of 5 years in a top leadership position in development work and poverty alleviation programmes with proven initiative, flexibility and enthusiasm in managing complex activities in a changing environment

· Demonstrated senior management expertise, including proven ability to develop the capacities of multi-disciplinary professional teams undertaking comprehensive poverty alleviation strategy.

· Proven experience in managing complex financial control and management systems with the budget size of at least 3 million GBP and 30 staff and above

· Demonstrated expertise in strategic and long term planning and the ability to ensure that operational plans and activities meet targets and appropriately reflect longer term perspectives. .

· Proven experience of working and negotiating with Government officials and/or donors at all levels in Palestine context.

· Sound and up to date knowledge of development concepts, methodologies and techniques including demonstrated expertise in at least one specialist development field.

· Excellent negotiation and communication skills, including demonstrated ability to handle sensitive diplomatic and Government level negotiations on matters affecting ActionAid's Palestine country programme.

· Sound awareness of the political, social, economic and historic environment in which ActionAid's poverty alleviation programmes are operating at both national and community levels.

· Proficiency in English and a familiarity with the context of the country as it affects development strategies. Fluency of local language is an advantage to the role

· Strong leadership and management skills

· Strong analytical/Problem solving, and management of crisis, conflict and risk

· Fundraising skills with proven track recording in contract management from bilateral and multilateral donors

Nepal: Consultant - Mid Term Review

On 25 April 2015, a devastating earthquake of 7.6 magnitude struck Nepal. The epicenter was Barpak VDC of Gorkha District about 80 km northwest of Kathmandu. This was followed by several major aftershocks including in Sindhupalchowk with magnitudes of 6.6, 6.9 (26 April, Sindhupalchowk) and 6.8 (May 12, Dolakha).

A day after the earthquake, AAIN was in action undertaking the necessary assessments and planning for relief operations. An Emergency Response Programme (ERP) team was formed to respond to the disaster that Nepal faced. AAIN immediately responded with 15 days of food supplies in various quake-hit areas of 8 districts followed by emergency and transitional shelter support.

ActionAid International Nepal (AAIN) reached 2055 households in the Kathmandu valley with food supplies, 939 households with tarpaulins and 350 households with zinc sheets and construction tools (for constructing temporary shelters) in Kot Danda, Thecho, Chapagaun, Badikhel, Sheshnarayan, Panga, Khokana and a few slum communities. AAIN provided Dignity Kits to 955 women aged 13-60 and also established 7 safe spaces for women, and 2 safe spaces for children. Outside Kathmandu valley, AAIN responded in Sindhupalchowk, Rasuwa, Dholka, Makwanpur, Kavre and Sankhuwasabha with emergency support.

After the completion of emergency response programme, the long term strategic plan was developed in close coordination with the partners and other stakeholders. The strategic plan which is known as Community Led Reconstruction Programme (CLRP) was launched in November 2015. AAIN, in the programme duration, will seek to innovate programmes to realise the idea of ‘build-back-better’ and engendering resilience within communities. Also it will strengthen the processes that transform the power relations and influence government policies on land rights and fair wages as an essential means of not only improving sustainable livelihoods, but also to build resilience of the affected communities. Post disaster reconstruction in this context as defined by AAIN not only refers to the reconstruction of physical infrastructure, but also the social, economic and psycho-social wellbeing of the community, and strengthening the processes, of democratic transformation of the country driven by the agency of people, organisations and movements. AAIN will thus engage in developing a critical mass of grassroots activists, facilitators and social movement leaders who can best articulate the Human Rights Based Approach (HRBA) in disaster reconstruction process.

AAIN seeks to evaluate the impact and effectiveness of the Community Led Reconstruction Programme by conducting a Midterm Review (MTR) of the programme. The overall objective of the MTR is to document the best practices of ActionAid signature areas of emergency response, evidences of innovation in process of building back better and interventions that build the resilience of the affected communities. The MTR will also recommend course for corrections, in terms of processes and actions so as to improve the overall quality and efficiency of the project to achieve the set objectives and anticipated results.

The specific purpose of the MTR will be

· To analyse and document how the focus areas such as women leadership, accountability to the affected populations and local partnership have progressed in the major thematic components as outlined in CLRP strategic plan.

· To document the evidences of innovation in ‘build-back-better.”

· To analyse and document programme interventions that contribute to building resilience of the affected communities.

· To analyse how AAIN has built up its policy and advocacy agenda to influence the pro poor rehabilitation and recovery programme of government.

· To assess the extent to which the project M&E system is effective in measuring the results and impacts, and make recommendations for improving it if needed.

· To document the AAIN initiatives and innovative activities which had not been planned and included in the original ‘CLRP Plan Document’; and assess the pertinence and value-additions of such activities – for instance: AAIN’s joint action-research initiative with University of Coventry; AAIN’s strategic alliances with social movements to positively influence the concerned Govt agencies to promote ‘people’s agenda.

Consultant Profile

  • Proven experience, minimum 5 years, in conducting quality evaluations and assessing DRR and/or disaster response programmes

  • Excellent writing skills in English language

  • Sound practical knowledge about the participatory methodologies, and international humanitarian instruments

  • Experience and knowledge of humanitarian and development issues

  • Ability to articulate through Rights Based lens / perspectives to analyse context of poverty and marginalisation

Time Frame for the MTR

The MTR will be conducted from the 4th week of March 2017 and will be completed by 3rd week of April 2017. A total 25 calendar days are allocated for MTR from preparation to presentation of final report.

Bangladesh: Consultant- Policy Brief- Unpaid Care Work and Women's Economic Empowerment

1.0 Background and introduction

Actionaid is seeking the services of a consultant to develop a policy brief analysing different regional economic policies and identifying the scope for incorporation of women’s Unpaid Care Work (UCW) and women’s economic empowerment (WEE). The policy brief will be used primarily in advocacy activities with the SAARC, UN agencies and donors. This policy brief is being produced as part of ActionAid’s POWER project (Promoting Opportunities for Women’s Empowerment and Rights), funded by the Dutch Government under the Funding Leadership and Opportunities for Women (FLOW).

The policy brief should explicitly link UCW and WEE with Violence Against Women and Girls (VAWG). The theoretical foundations of this comprehensive approach to women’s rights will be informed by ActionAid’s new global report: Double Jeopardy: Violence against women and economic inequality. How they work together, and what can be done about it.

2.0 Rationale

Women’s empowerment and development is premised on women’s ability to enjoy their rights in terms of access to resources, education, health, information, liberty, dignity and political participation, as well as fundamental freedoms of association and assembly. Women’s disproportionate responsibility for unpaid care work limits their ability to enjoy most of these rights and freedoms. Economic/rural development and agricultural policy(ies) make certain assumptions about how economic empowerment happens (micro credit, entrepreneurship, while ignoring the basic issue of women’s care burden. This is related to failing public policy including macro-economic decisions privatization, tax loopholes that increase time poverty and block women’s access to quality, affordable public services. Despite a number of commitments made internationally, such as the Universal Declaration of Human Rights, Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), Beijing Platform for Action (BPFA) and more recently the Sustainable Development Goals (SDGs), women continue to be underrepresented in parliament, local authorities and regional bodies suffer discriminatory practices and attitudes towards accessing resources and experience gender based violence in various forms. In particular the policy brief will place unpaid care work at the center of analysis on rural women’s economic empowerment advocacy work and review existing policies, their gaps and opportunities for incorporation of unpaid care work into regional policies and practice. The brief will highlight any opportunities for future engagements and incorporation on unpaid care work in economic empowerment policy.

3.0 Scope of deliverables for the consultant:

  • To identify and review regional policies on rural women’s economic empowerment using Women’s Empowerment in Agriculture Index, Violence against Women and Unpaid Care Work thematic frameworks.

    The analysis will include discussion and analysis on:

  • Assumptions of the economic models and how economic empowerment, particularly in terms of agriculture and rural development in South Asia ignores women’s care burden.

  • Failing public policy including increasing privatization, tax loopholes that increase time poverty and block women’s access to quality and affordable public services.

  • The review of policies will also consider the different dimensions of the Women’s Empowerment in Agriculture Index (WEAI), in particular their engagement in production, resources, income, leadership and time use.

  • An analysis of a holistic approach to empowerment which also includes linkages of unpaid care work and women’s ability to enjoy freedom from all forms of gender based violence.

  • Declarations and commitments for example

  • Targets and recommendations around the key advocacy issues for future work on unpaid care work and women’s economic empowerment

  • Specific examples of implementation from the national frameworks of Pakistan and Bangladesh, India and Nepal and any other significant country in South Asia

  • Develop a strong feminist analysis of unpaid care work and rural women’s economic empowerment in regional policy frameworks

  • Make recommendations on addressing regional policy gaps in incorporating unpaid care work

  • Ensure an intersectional feminist analysis is applied with particular focus on women and: disability; ethnicity; class; sexual orientation – in relation to UCW, WEE and VAWG.

  • To recommend to AA and its partners key regional policies where opportunities for future engagement exist at the SAARC, Chamber of Commerce, UNESCAP, IFAD, FAO, UN Women, UN agencies and others as relevant.

In developing the policy brief, the consultant shall:

  1. Include a short review of analysis of the current policy and legal framework relating to unpaid care work, women’s economic empowerment and VAWG in South Asia including statistics from Pakistan, Bangladesh, India and Nepal and existing analysis and information provided by the POWER project.

  2. Review the challenges women face with respect to women’s economic empowerment, unpaid care work and violence against women with specific focus on rural women specifically:

  3. Critically define women’s time poverty in rural contexts due to unequal share of unpaid care work

  4. Review regional policy frameworks and commitments on women’s economic empowerment, agriculture, violence against women and unpaid care work

  5. Review any other regional institutional factors / forums facilitating or constraining rural women’s economic empowerment

  6. Discuss rural women’s lack of access to economic and productive resources in particular access to land and water resources and how this contributes to the care burden for women

  7. Violence against women and its impact on rural women’s economic empowerment and their participation in decision making – including any links with unpaid care work.

  8. Ensure that unpaid care work and rural women’s empowerment are discussed from a human rights perspective rather than instrumentalist perspective i.e merely being pursued because they contribute to economic progress or productivity not as fundamental human rights to which women are entitled to.

  9. Review rural women’s participation in decision making in the context of unpaid care work, VAW and the intersections with women’s economic empowerment. There should be particular emphasis on access and control of resources in the home and the way in which that effects VAW in rural communities.

4.0 Expected outcomes of the policy brief

The policy brief will be used in advocacy work

  • To strengthen the consideration of unpaid care work and rural women’s economic empowerment in key policy discussions and decisions made during the SAARC UNESCAP, IFAD meeting from 2017and beyond.

  • To provide a strong evidence base for advocacy engagements on women’s economic empowerment in South Asia

  • To highlight to policy makers the urgency to address rural women’s participation in decision making in the context of unpaid care work

  • To highlight recommendations to SAARC, FAO, IFAD, UNESCAP to address the key issues on women’s rights in particular their economic empowerment and participation in decision making

5.0 Expected methodology

The consultant will undertake a desk top review and analysis of data, policy and regional commitments on women’s economic empowerment and unpaid care work based on frameworks including WEAI and others provided by the consultant. The literature review will include, but is not limited to, a literature review of existing data on women’s participation in politics, unpaid care work and rural women in South Asia. This will also include review of continental targets, declarations and commitments on unpaid care work and women’s economic empowerment.

The consultant will be supported by the international project manager and where input is country specific national project managers will also provide inputs on behalf of their countries.

6.0 Time frame

The consultancy will be undertaken over a period not exceeding 16 working days inclusive of review and final approval of the document.

Technical tasks

a. Support Alianza Colombia’s office in Biodiversity integration and Ecosystems-based Adaptation (EbA)

g. Realisation of activities associated, among others, to the design and implementation of climate-change adaptation measures aiming at the conservation and adaptive management of supplying micro-basins.
h. Support the preparation and implementation of guidelines for the protection or ecologic rehabilitation of every protected area, and recharge identified water sources and groundwater so that they adapt to specific conditions. This includes the identification of mechanisms to foster the participation of landowners in this initiative.
i. Prepare a strategy to integrate events information (prolonged droughts and torrential rains) in the decision-making on land use, productive practices, and planning processes, in order to increase resilience of rural communities to cope with water variability.
j. Technical support to the identification and elaboration of proposals on climate change ecosystem-based adaptation measures so that they are integrated in the policies, strategies and investments related to water supply infrastructure and services for rural communities.
k. Support the review of information and the development of a baseline during the evaluations of current vulnerability and future climatic risks of water supply systems.
l. Design of an adaptive management plan for the river basin, together with the technical staff of Alianza.

Role Overview: The Project Manager will provide strategic overview for the project by overseeing the planning, implementation and monitoring of all project activities to ensure project targets and milestones are reached. The Project Manager will effectively supervise, guide and coach project staff and build strong relationships with partners, relevant line ministries, religious leaders and agencies. The Project Manager will work closely with ActionAid UK to ensure the project is implemented in compliance with donor rules and that reporting requirements are met.

Project Background:Empowering communities to collectively abandon FGM/C is a project being implemented by ActionAid Somaliland (AAIS), WAAPO and SOWDA in 35 communities in Marooda-Jeex and Togdheer, Somaliland. The project has four interlinked components: supporting women, girls, boys and men to discuss the human rights and health impacts of FGM/C; working with religious and political leaders to make a strong commitment to zero tolerance, working with government at national level to put a legislative and policy framework in place; and with wider civil society to strengthen national efforts to end the practice. The project is currently in its second year.

Key Accountabilities / Responsibilities:

Project Management

  • Oversee project cycle management (planning, implementation, monitoring and evaluation).

  • Ensure that the project is integrated into the overall ActionAid Somaliland program framework

  • Support the project officers of the partner organisations to deepen relationship with the target right holders and their institutions, CSOs and duty bearers in the project areas through frequent discussions and organised capacity building programmes.

  • Take the lead in developing accurate plans and budgets in suitable formats, and ensure proper documentation of the project and in line with the donor’s requirement

  • With the support of the Women’s rights coordinator & Head of Policy and Programs, ensure that the project is delivered according to the plan, and resolve obstacles to deliver through linking the project and partners to appropriate internal and external support mechanisms

  • Represent ActionAid at national level stakeholder coordination meetings

Coordination and representation

  • Coordinate with other implementing agencies doing or have done similar interventions in the women’s rights sector

Monitoring, Evaluation and Learning

  • Carry out regular supervision and monitoring to the project areas.

  • Ensure proper documentation of the processes and outcomes of the FGM policy work, community attitude and practice.

Data Entry / Accounting Records

  • -Prepare cash and bank payments and ensure that all cash transactions are fully and properly documented
  • -Process field payments in the field as needed, reconcile payments with the program staff for cards or vouchers type of payments.

  • -Ensure that all cash payment are reduced as much as possible
  • -Responsible for money in his safe and managing them with discretion
  • -Ensuring at least once a week, in the presence of his supervisor, that his physical cash count corresponds to the balance of his cash book.

Essential Duties and Job Functions

• Support development of HEOR plans and strategic approach for generating required evidence and research output necessary to support Medical Plan of Action (POA) plans
• Research activities can include cost-of-illness evaluations, economic evaluations in clinical trials, cost-effectiveness studies, naturalistic prospective evaluations, retrospective database analyses, patient-reported outcomes research, and decision-analytic modeling
• Provide high quality HEOR technical and methodological support to cross-functional teams to effectively use clinical, economic, and humanistic data to enhance value propositions, product reimbursement, and formulary access
• Develop strong understanding of the quickly evolving Asian reimbursement landscape and health care policy, and develop relationships with external HTA agencies and payer decision makers to garner insights on evidentiary needs to guide HEOR strategies; through work with Asian Medical Scientists to understand payer concerns and needs and initiate customer-level research in collaboration with the team
• Collaborate with Commercial, Medical and other functions to evaluate emerging opportunities and threats, understand the competitive landscape, and develop value and pricing strategies that anticipate any barriers to access
• Communicate and translate HEOR value massaging effectively and creatively in manuscripts, Congresses, dossiers, and appropriate communication tools for payers
• Maintain knowledge of technical and methodological advances and trends to ensure best approaches are used in HEOR studies and evaluations
• Engage key clinical and HEOR experts and facilitate the building of relationships via collaboration on various projects
• Provide HEOR support at advisory boards, regional educational programs, conferences and other external meetings
• Support the development, deployment, and appropriate use of field tools and resources (e.g. slide decks) and ensure correct positioning and relevant messaging in these tools to optimize access

Experience in Hepatitis strongly preferred.
